DTC spirits shipping, state by state

Direct-to-consumer shipping of distilled spirits is legal in only a small set of states, and the rules change often. This map shows where spirits DTC is permitted as of 2026 and where it is not.

In short: As of 2026, 13 jurisdictions permit some form of direct-to-consumer spirits shipping (Alaska, Arizona, California, Connecticut, District of Columbia, Florida, Kentucky, Nebraska, New Hampshire, New Mexico, New York, North Dakota, Oregon). Every other state generally prohibits it, routing spirits through the licensed three-tier system. All permitting states require an adult signature on delivery.

Why is spirits DTC so limited?

After Prohibition, alcohol distribution was built around the three-tier system, which separates producers, wholesalers, and retailers. Wine has carved out broad direct-shipping exceptions over the years, but spirits have not, so for most states a distillery still has to sell through a licensed distributor. The permitting states each set their own conditions, from producer-size caps to per-consumer volume limits.
