NPDES Discharge Monitoring Report (DMR)

A Discharge Monitoring Report (DMR) is the periodic self-monitoring report an NPDES permit holder files with its regulator, summarizing sampled effluent parameters, typically BOD, COD, TSS, pH, and flow, against permit limits on EPA Form 3320-1.

Under the Clean Water Act, a facility discharging to surface water holds an NPDES permit (or pretreatment requirements when discharging to a public treatment works), and the DMR is how it proves compliance: for each parameter, the monitoring-period average and maximum from actual samples, with exceedances identified. What parameters does a distillery DMR typically cover?

Biochemical oxygen demand (BOD) and chemical oxygen demand (COD), which distillery wastewater runs high in because of residual sugars and alcohol; total suspended solids (TSS); pH; and flow. The permit sets the limits and the sampling frequency; the DMR reports period averages and maxima per parameter.

What happens if a sample exceeds a permit limit?

The exceedance must be reported on the DMR, and repeat exceedances invite enforcement. Operationally, an exceedance should be a tracked event with a corrective action, adjusting pretreatment, catching a process upset, not a surprise discovered while compiling the report.
